David Miller, President and Co-Founder

David has over 35 years of experience leading, managing, and executing strategies and solutions for large and small businesses. As Co-Founder of XPRT in 2014, he established a network of industry professionals to help companies succeed. Prior to XPRT, he held various positions in a $6B Engineering and Construction company, including Chief of Staff for the CEO and as a member of the Executive Leadership Team. Major accomplishments included: implementing M&A strategy for a 4,500 employee, $1B acquisition; developing and delivering contracts/negotiation training to over 1,000 engineering and contracts professionals; and leading a variety of corporate organizations, including government affairs; contracts, audit and procurement; intellectual property; and business development.

Ned Phillips, Vice President

Ned has 25 years of experience winning new contracts and growing existing business in diverse industries and organizations.  He built and managed teams focused on capture, proposal development and implementation efforts for small and large organizations pursuing contracts and funding opportunities with federal agencies.  He led recompetition efforts for a large bank which resulted in fourfold revenue growth in the public sector.  Clients recognize Ned’s ability to drive creative solutions while streamlining business processes and managing risk.  Ned also served four years as a US Air Force officer.

Heather Teed, Vice President

Heather has more than 25 years of experience in management consulting, cost/price, proposal development, and business analysis/market intelligence. She assisted businesses in more than $10B in contract awards in commercial, government, and international cost/price proposals over the past 10 years.




Melanie Baker

Melanie has 30 years of experience as a proposal strategist, manager, and writer. She has supported clients on more than $100B in contract wins over the past 10 years in design, engineering, construction, robotics, remediation, professional and technical services, staff augmentation, and capture and proposal efforts for various U.S. federal agencies, state and local governments, and a wide variety of commercial and foreign government contracting opportunities.


Cora Beebe-Fosdick

Cora has 35 years of experience in the federal government market. She served as the Assistant Secretary (Management) at the Department of Treasury, and Principal Deputy Assistant Secretary of Elementary and Secondary Education and Chief of the Planning and Budget Office at the Department of Education. She also held senior level policy positions at the Department of Commerce and the Environmental Protection Agency.  Her performance was recognized by receipt of Presidential Rank Award and Superior and Meritorious Awards.  


Teresa Davis

Teresa has 23 years of proposal experience in the Government and commercial sectors. She has managed proposal production for contracts ranging from small IDIQ task orders for the US Army Corps of Engineers to restore New Orleans after Hurricane Katrina to multi-billion dollar DOE contracts to run the Fermi National Accelerator Laboratory and the Savannah River Site Liquid Waste Program. She has led and executed all facets of proposal production, including cover design, page layout, graphics conceptualization and integration, RFP analysis, and compliance matrix development.


Shaun Garner

Shaun has 26 years of proposal and project management experience. His experience includes proposal management of all sizes for small and large businesses on federal, state, commercial, and international procurements. His Project Management and technical background in environmental engineering and remediation focused on the cleanup of hazardous and radiologically contaminated media and D&D activities in the U.S. and international markets. His technical experience includes radiological, hazardous, chemical, high explosives and unexploded ordnance remediation and includes developing and deploying new treatment technologies.


Kitty Havens

Kitty has 42 years of experience as a systems engineering and management professional in government and industry roles. She was an executive for NASA’s Science and Human Spaceflight offices and was the agency liaison for DOD and DHS. She achieved Federal Senior Executive Service (SES) status, and led successful multi-million dollar growth in Quality Assurance business for a Fortune 500 IT consultancy.


Kim Haynes

Kim has 34 years of experience managing and winning Federal, state and local, and commercial contracts and proposals valued between $2M and $2B, and has managed proposal teams up to 130 people. An APMP Certified Proposal Manager, "Practitioner" level, Kim helped companies win more than $2B in new business during the past 16 years.


Chris Holley

Chris has 40 years of experience in the aerospace industry, and has spent the last 12 years working as a capture, proposal and program management consultant. His career has encompassed space technologies, modeling and simulation, air traffic control, C4I systems, and information technology. He has managed large engineering and software development groups, IR&D initiatives, and major development programs for the U.S. and foreign governments. An APMP member, Chris also holds a commercial pilot license with multi-engine and instrument instructor ratings.


Lisa Hoverman

Lisa has 19 years of experience in project management, and proposal and grant writing. Lisa’s background is that of a self-funded academic (PhD) in biochemistry who capitalized on her love of writing grants to assist clients in winning over $1.8B in new business during the past 8 years in the Engineering, IT, Medical, and Scientific Fields. Lisa served as proposal manager on a winning bid for Dell and Microsoft on a $750M HHS-NIAID IMS acquisition. As an active member of INCOSE, Lisa brings systems thinking to every proposal she leads.

Paul Korkemaz

Paul has 40 years of experience in the Defense, Space and IT/Analytics government market. His career includes engineering, business development, program management, and operations. Paul has 25 years of experience and network building in Federal customer organizations. He participated in several major successful capture and proposal efforts for the NASA Orion capsule, Census R&D, and various USAF 6.3 Integrated Controls flight test programs. He has experience in hardware, services, and contracted R&D technology opportunities.


Joe Nash

Joe has 45 years of experience in environmental regulatory and energy policy at EPA, DOE and as an executive of several consulting firms. He held executive positions in technical project oversight, quality control review, conflict of interest, contract acquisition, and management and administration for small, 8a, and large consulting firms. Joe developed and implemented multi-million dollar procurement plans to support programmatic issues at the EPA and DOE, and was the lead manager in over 200 procurements in federal opportunities. 

Nancy Naumer

Nancy has 40 years of proposal experience and is skilled in graphics conceptualizing, document/graphic design, color team reviews, and flip chart development training. She contributed to global awards totaling over $75B.
