David Miller, President and Founder
David has 40 years of experience leading, managing, and executing strategies and solutions for large and small businesses. In 2014, he established XPRT, a network of industry professionals to help companies succeed. Prior to XPRT, David held various positions in a $6B Engineering and Construction company, including Chief of Staff for the CEO and as a member of the Executive Leadership Team. Major accomplishments included implementing M&A strategy for a 4,500 employee, $1B acquisition, developing and delivering contracts/negotiation training to over 1,000 engineering and contracts professionals, and leading a variety of corporate organizations, including government affairs, contracts, audit and procurement, intellectual property, and business development.
Ned Phillips, Vice President
Ned has 30 years of experience winning new contracts and growing existing business in diverse industries and organizations. He built and managed teams focused on capture, proposal development and implementation efforts for small and large organizations pursuing contracts, and funding opportunities with federal agencies. He led recompetition efforts for a large bank which resulted in fourfold revenue growth in the public sector. Clients recognize Ned’s ability to drive creative solutions while streamlining business processes and managing risk. Ned also served four years as a US Air Force officer.
Heather Teed, Vice President
Heather has 27 years of experience in management consulting, cost/pricing, proposal development, recruiting, and business analysis/market intelligence. Heather leads the Pricing Strategy and Cost/Price Proposal business line. She provides leadership, coaching and training to help develop defensible cost estimates, robust price models, and compelling cost proposals. She helped small, medium, and large businesses win more than $10B in contract awards during the past 10 years.
